Effect of Logins Empty Effect of Logins

I have noticed when using VSI that the effect of having a new VSI session login every 60 seconds affects the results of VSI. I get a VSI Max value of 22 when sessions are still logging in and VSIIndexes shoot up to about 10000 around this value. but after that once logins have stopped, the VSIIndex values decrease and performance is acceptable.

Therefore is it recommended to increased the time between logins to say 120 or 180 seconds?
