Why is my fish tank blue and foamy?

everynight when i get home the water is blue and foamy i raise the ph and its not blue but still foamy and really cloudy. the amonia levels are ideal but i cant get the ph to stay at a good number. the tank is still fairly new its only been set up for 3 weeks i only have 3 fish in it and im worried about them even though they seem fine. my tank already went through a cloudy cycle then cleared up. could it be doing this again? it seemed to be fine before i started giving them freeze dried bloodworms
