essential methods of making your site mobile friendly?

what is the most important thing to do when making sure your site will be viewed properly, at least good enough,
on mobiles?

do you use emulators etc?

i assumed that the best way to do it would be to make a second CSS that is accessed if the user is on a mobile.

so basically, what methods do you use?
